Alcohol Regulation in the Kingdom of Quinta Velha.
Recognizing the potential social, health and economic impacts of alcohol consumption, and aiming to ensure responsible consumption and promote the well-being of citizens, this decree aims to establish rules for the sale, distribution and consumption of alcoholic beverages in the Kingdom of Quinta Velha.
"Alcoholic beverages" means any beverages containing ethyl alcohol (ethanol), including but not limited to beer, wine and spirits.
"Licensed establishments" means establishments authorized to sell and serve alcoholic beverages.
Only licensed establishments may sell alcoholic beverages.
The Regulatory Authority for Alcohol, subject to the Ministry of State for Home Affairs, must supervise and regulate the issuance and renewal of licenses for establishments selling alcoholic beverages.
The legal drinking age within Quinta Velha shall be 21 years.
Accredited establishments will be required to verify the age of customers before serving alcoholic beverages.
Advertising and promotion of alcoholic beverages must be conducted responsibly and must not target minors or portray excessive consumption.
Advertising must include information about the potential risks of alcohol consumption and encourage responsible drinking.
Alcoholic beverages cannot be sold, served or consumed in accredited establishments during prohibited hours, as defined by local regulations.
The sale and consumption of alcoholic beverages is prohibited in public spaces during designated hours to avoid public disturbances.
Accredited establishments must not serve alcoholic beverages to minors.
Minors will not be allowed to enter accredited establishments during opening hours.
Accredited establishments must not serve alcoholic beverages to visibly intoxicated individuals.
Disorderly conduct or disturbance of public order resulting from the consumption of alcohol will be subject to penalties.
A portion of the revenue generated from the sale of alcoholic beverages will be directed towards public health programs, education and substance abuse prevention initiatives.
The Alcohol Regulatory Agency, in collaboration with law enforcement agencies, must enforce regulations regarding the consumption of alcohol.
Violations of alcohol regulations can lead to fines, license suspension and other appropriate penalties.
This decree will enter into force on the date of its publication.
The Regulatory Agency for Alcohol must be established within 90 days of the effective date to develop regulations, issue licenses and ensure compliance.
This decree will be subject to periodic review 90 days after its entry into force, to assess its effectiveness and relevance.
Changes may be proposed based on the review to improve alcohol regulation.
By enacting this decree, the Kingdom of Quinta Velha aims to establish a comprehensive regulatory framework that encourages responsible alcohol consumption, protects public health, and promotes the well-being of its citizens.
